What Does the Construction Stage Mean?

The official service currently states that the Construction Stage follows completion of the Establishment Stage and applicable requirements and does not authorize the commencement of production.

The official page also currently states that this stage is valid for one year and may allow the holder to benefit from certain industrial incentives, including customs exemptions for machinery and spare parts and partial labor endorsement, subject to applicable requirements and regulations.

Readiness Review

Any readiness review performed by Alnajah Business Services is administrative and procedural in nature and is based on client-provided information and documents.

It does not constitute:

• Engineering approval of the project.
• Authorization to commence construction.
• Authorization to begin production.
• Environmental or technical approval.
• A building or safety permit.
• An engineering or on-site inspection.
• A guarantee of passing any inspection or review by a competent authority.

Where a specialized study, report, permit, or professional approval is required, the client will be advised to obtain it separately from the appropriate qualified provider or authority.

Services Not Included

This service does not include:

• Guaranteed approval of the Industrial License upgrade.
• Issuance of the upgrade decision by Alnajah Business Services.
• Guaranteed transition to the Construction Stage.
• Guaranteed customs exemption, labor endorsement, or other incentive.
• Guaranteed successful completion of any inspection or assessment.
• Energy allocation or industrial-site allocation as part of this product.
• Environmental permits, building permits, or safety approvals unless separately agreed.
• Specialized engineering, technical, or environmental studies.
• Factory design or engineering drawings.
• Regulated professional services requiring a licensed specialist.
• Government or third-party fees where applicable.
• Any independent procedure not expressly included in the service scope.

Service Fees

The displayed price represents Alnajah Business Services' administrative, technical, and procedural assistance fee for reviewing, preparing, and following up on the Industrial License upgrade application within the agreed scope only.

It is not a Ministry of Industry and Mineral Resources fee or any other government fee.

The government service is currently listed on the Saudi National Platform as free of charge.

Any government, third-party, professional, study, report, or external service costs that may apply to the client's case are separate from Alnajah's service fee and should be based on the relevant official channel at the time of the procedure.

Processing Time

The Saudi National Platform currently lists a government service duration of 2 business days.

This is the authority's published service duration and is not a processing-time guarantee by Alnajah Business Services.

Alnajah's processing time begins after the required information and documents have been received in a clear and reviewable form and depends on document completeness, license status, outstanding requirements, and the client's response to requests for additional information.

Account and Data Security

Alnajah Business Services does not request account passwords or one-time verification codes (OTP).

Verification codes must remain with the account holder and should be entered by the account holder through the relevant official channel when required.
