Industrial Establishment Labor Endorsement Application Assistance

Does your industrial establishment require additional workforce to support its operational needs, business activity, or current stage of industrial development?

Alnajah Business Services provides independent administrative, technical, and procedural assistance to industrial establishments preparing and following up on a Labor Endorsement application.

The service includes reviewing establishment and Industrial License information, organizing client-provided workforce and labor-need information, preparing supporting documents and attachments, and assisting with the available electronic application and follow-up procedures within the agreed service scope.

The purpose of the service is to improve the administrative readiness of the application and help reduce avoidable procedural deficiencies. Final assessment of workforce needs, approval, and the number or occupations endorsed remain subject to the relevant authority.

The Ministry of Industry and Mineral Resources currently describes Labor Enablement as a service allowing industrial investors to obtain workforce approval based on the establishment's labor needs following an on-site assessment.

What the Service May Include

  • Review of the industrial project's current stage and status.
  • Review of client-provided existing workforce information.
  • Assistance in organizing and explaining the establishment's workforce needs.
  • Review and organization of available supporting documents.
  • Identification of visible administrative deficiencies where possible.
  • Preparation and organization of application information and attachments.
  • Assistance with available electronic application fields and procedures.
  • Administrative review of application information before submission where possible.
  • Assistance with submission and obtaining a reference number where available.
  • Follow-up of the application within the agreed service scope.
  • Explanation of observations or additional requirements.
  • Assistance in organizing and completing requirements within the agreed scope.

Requirements

Actual requirements depend on the establishment, Industrial License stage, activity, operational circumstances, and workforce needs.

The client must provide accurate and current establishment, license, workforce, and workforce-requirement information.

Any requirements displayed through the relevant official channel at the time of submission will take precedence over a static list, as official procedures may be updated.

Workforce Assessment

The number of workers requested by the client is not automatically the number that will be endorsed.

The relevant authority assesses the establishment's actual workforce needs, and this may include consideration of the factory's status, activity, operations, project stage, supporting information, and an on-site assessment.

Accordingly, Alnajah Business Services does not guarantee a specific number of workers or particular occupations.

On-Site Assessment

The official procedure may involve an on-site assessment of the industrial establishment by the relevant authority to evaluate its actual workforce needs.

Alnajah Business Services' role is limited to administrative preparation, organization, procedural assistance, and follow-up within the agreed service scope.

We do not perform the government assessment and do not control its timing, findings, or outcome.

Labor Endorsement and Visas

Labor endorsement does not automatically result in visa issuance.

Labor endorsement relates to assessing and supporting an industrial establishment's workforce needs. Any subsequent visa, labor-transfer, Qiwa, or Ministry of Human Resources procedures remain subject to their own eligibility requirements and competent authorities.

Such subsequent procedures are separate services unless expressly included in the purchased service scope.

Client Responsibility

The client remains responsible for the accuracy, completeness, validity, currency, and authenticity of all information and documents provided, including establishment information, current workforce data, occupations, and requested workforce needs.

Alnajah Business Services does not create false information or modify data for the purpose of increasing the requested workforce or bypassing official requirements.

Services Not Included

This service does not include guaranteed approval, a guaranteed number of workers or occupations, issuance of the labor endorsement decision by Alnajah Business Services, guaranteed visa issuance, visa issuance or sale, labor-transfer procedures, separate Qiwa or Ministry of Human Resources transactions, bypassing Saudization requirements, specialized engineering or operational studies, government on-site assessments, or any independent procedure not expressly included in the agreed scope.

Service Fees

The displayed price represents Alnajah Business Services' administrative, technical, and procedural assistance fee for reviewing, preparing, and following up on the Labor Endorsement application within the agreed scope only.

It is not a government or ministry fee.

Any applicable government, authority, or third-party charges are separate and should be based on the amount displayed through the relevant official platform, invoice, or authorized payment channel at the time of the procedure.

Processing Time

The current Ministry of Industry and Mineral Resources service page lists a processing period of 30 to 90 days for Labor Enablement applications.

This is the authority's published processing period and is not a processing-time guarantee by Alnajah Business Services.

Alnajah's own processing time begins once the required information and documents are received in a complete and reviewable form and depends on the completeness of the file and the client's response to any missing requirements.

Account and Data Security

Alnajah Business Services does not request account passwords or one-time verification codes (OTP).

Verification codes must remain with the account holder and should be entered by the account holder through the relevant official channel when required.

Important Notice and Limitation of Scope

Alnajah Business Services is an independent administrative, technical, and procedural assistance provider. We are not the Ministry of Industry and Mineral Resources, the Ministry of Human Resources and Social Development, Qiwa, or any government entity, and we do not represent them.

Our role is limited to reviewing, organizing, preparing, and following up on the Labor Endorsement application within the agreed service scope based on client-provided information and documents.

Establishment eligibility, on-site assessment, final requirements, additional requests, approval or rejection, the number and occupations of workers endorsed, and the final outcome remain solely subject to the relevant authority.

Alnajah Business Services does not guarantee labor endorsement approval, a specific number of workers, specific occupations, or subsequent visa issuance.

The client remains responsible for the accuracy and completeness of all information and documents provided. To the extent permitted by applicable laws and regulations, Alnajah Business Services is not responsible for outcomes caused by inaccurate or incomplete client-provided information, changes in official requirements, decisions or assessment results of the relevant authorities, external system interruptions, or delays outside its reasonable control.
